(2) The occupiers of every house to which the Council inay have applied the provisions of this section shall, at such a time or times as may be fixed and notified by the Council, place the dustcan or dustbin provided for use in connection with his house on the edge of the arcade or verandah or five- foot-way of such house, or, if the house is situated in a garden or compound, at the entrance to such garden or compound, and shall not remove it or permit its removal until it has been emptied by the servants of the Council.

(3) The Council may in lieu of the procedure provided by subsection (2) require the owner or occupier of any house or premises to empty such dustcan or dustbins at least once daily at such time as the Council may appoint into receptacles provided by the Council.

(4) No person shall place any dustcan or dustbin in the aforesaid positions or empty the contents thereof except at the times appointed.

73. No person shall throw or deposit or cause to be deposited any corpse or carcase or any part thereof into any public street, public ground, or open space, verandah, lane, thoroughfare, drain. river, canal or water course, or on the banks of any river canal or water course or in the harbour.

74. (1) The Council shall provide a departmental service or employ contractors for the general surface scaveng- ing of the following districts -

(a) The City of Victoria.

(b) The Hill District.

(c) The Villages of Shaukiwan West, Sai Wan Ho, Wong Kok Tsui, Quarry Bay. Tsat Tsz Mui, Chuen Lung, Ma Shan Ha, Fo Tau Fat, Tsin Shui Ma Tau, A Kung Ngam, Aberdeen, Aplichau, Stanley and Tai Tam.

(d) Such portions of Kowloon (including New Kowloon) as the Council shall from time to time determine.

(2) Such contractors are hereinafter referred scavenging contractors.

75. The servants of the scavenging contractors shall. while at work, wear such distinguishing badge as shall from time to time be directed by the Council.

76. The occupier of any premises situated within any of the districts specified in Section 74 or. if there be no occupier. the owner or the immediate landlord, shall make due provision for the daily removal from his premises of all ashes, domestic waste, refuse and other objectionable matters to the dust carts, dust baskets, dustbins or dust boats provided by the Council or by the scavenging contractors.

77. The occupier of any premises which are situated within any of the districts specified in Section 74 shall provide himself with a strong substantial moveable dustbin constructed of impervious materials with closely fitting cover to the satis- faction of the Council and sufficient for the reception of the day's house-refuse.

78. No pigwash shall be placed in or upon or conveyed Conditions

82. The Urban Council may from time to time fix the Power of hours within which only it shall be lawful to remove any night fix hours soil or excretal matter, and when the Council has fixed for removal, such hours and given the public notice thereof, whoever re- moves or causes to be removed along any street any nightsoil or excretal matter at any time except within the hours so fixed, and also whoever at any time, whether such hours have been fixed by the Council or not, uses for any such pur- pose any cart, carriage or other receptacle or vessel not having a covering proper for preventing the escape of the contents thereof or of the stench therefrom, or who slops or spills any such offensive matter in the removal thereof, or who does not carefully sweep and clean every place in which any offensive matter has been stopped or spilt, or who places or sets down in any public place any vessel containing such nightsoil or excretal matter, or who drives or takes or driven or taken any cart, carriage, receptacle or vessel used for any such purpose as aforesaid through any street or route other than such as shall from time to time be appointed for the purpose by the Council by public notice, shall be liable for a first offence to a fine not exceeding ten dollars and for a second and subsequent offence to a fine not exceeding twenty- five dollars.
